The U.S. Coast Guard is inviting public input on the draft Programmatic Environmental Impact Statement (PEIS) and Overseas Environmental Impact Statement (OEIS) for the Safety Fairways along the Atlantic Coast listed in Notice of Proposed Rulemaking (NPRM) USCG-2019-0279.

Following the release of NPRM USCG-2019-0279 proposing a system of shipping safety fairways along the Atlantic Coast in January 2024, a draft Programmatic Environmental Impact Statement (PEIS) and Overseas Environmental Impact Statement (OEIS) was completed to analyze the potential environmental and economic impacts of this rulemaking.

The Coast Guard invites public input on the draft PEIS/OEIS. The draft PEIS/OEIS can be found at USCG-2023-0928. The draft PEIS public review and comment period will be open from May 5, 2026, through June 22, 2026. The draft will also be available via the EIS database on Friday, May 8, 2026.

The Coast Guard is also reopening the public comment period of the NPRM to align with the opening of the public comment period of the draft PEIS/OEIS (see docket USCG-2023-0928). This allows the interested public to submit any additional comments they may have on the proposed vessel routing measures in the NPRM after reviewing the draft PEIS/OEIS.
