This dataset identifies locations that contain one or more submarine cable and/or pipeline areas. The submarine cable areas dataset APPROACH_HARBOR_CBLARE_poly from NOAA ENC Direct to GIS was downloaded for the northeast region using the bounding coordinates North: 44, South: 37, East: -65, and West -74. The NOAA ENC dataset for pipeline areas APPROACH_HARBOR_PIPAREA_POLYGON_poly was also downloaded for the same area and examined. The most recent NOAA Raster Navigational Charts (RNCs) were downloaded from <http://www.charts.noaa.gov/RNCs/RNCs.shtml> on August 5, 2011 for regions 1 and 2. Each chart at the 1:40,000 to 1:20:000 scale range was examined, with some additional charts at 1:15,000 for certain locations. The NOAA ENC Direct data were compared against the RNCs to identify cable and pipeline areas on the charts that required digitization. Digitization occurred at scales ranging from 1:12,000 to 1:4,000. Duplicates for existing features were examined and the least appropriate feature was deleted, and in some locations the cable or pipeline area boundary was redrawn. Areas labeled as Cable and Pipeline Areas on the RNCs were noted in the attribute table. Some features were merged into one feature if they represented the same cable area and corresponded to the same source chart. The original field names for source information, source date, and accompanying information about the area were retained from the NOAA ENC data, however excess fields were deleted. Originally cable and pipeline areas were created in separate datasets, yet these were integrated into a single dataset. Any duplicated features were removed and details on whether the feature represented a cable area, pipeline area, or both were noted in the attribute table.
Purpose:
This dataset shows locations of cable and pipeline areas in the marine environment in the northeastern U.S. to indicate areas that may limit marine activities including transportation, dragging, or trawling.

This dataset contains feature information for underwater cable and pipeline areas. The process used to create the dataset removed duplicates and overlapping features. New cable and pipeline areas were digitized from RNCs at scales ranging from 1:12,000 to 1:4,000 and attempted to conform to the cable or pipeline area boundary at those levels. Other original features from the NOAA ENC dataset may represent cable areas digitized at smaller scales. Dataset should not be used at scales beyond 1:350,000, based on the minimum scale indicated by the SCAMIN field of the NOAA ENC Direct to GIS dataset. Features in UTM zone 18 were created in a shapefile that had a spatial reference for UTM zone 18, and features in UTM zone 19 were created in a shapefile that had a spatial reference for UTM zone 19.

The NOAA ENC® database has been built from a combination of charted information as well as original "source" information. NOAA has compiled critical features such as channel limits, aids to navigation, and obstructions from the original documents that were used to put the feature on the paper chart. The objective is to use the most accurate information for features that are critical to the safety of navigation. NOAA uses a number of sources in compiling NOAA ENC®S including U.S. Army Corps of Engineers surveys, drawings, and permits, U.S. Coast Guard Local Notices to Mariner, National Imagery and Mapping Agency Notices to Mariners, NOAA hydrographic surveys, and the largest scale paper chart of an area. ENC® Direct to GIS data was created by transforming Approach and Harbor NOAA ENC® version 2 cells to ESRI's shapefile format using Safe Software's Feature Manipulation Engine.

The Approach_HARBOR_CBLARE_poly and APPROACH_HARBOR_PIPAREA_POLYGON_poly datsets were downloaded from NOAA ENC Direct using the extent -74, 37, -65, 45. Metadata were imported from NOAA ENC Direct to GIS and metadata elements were filled in for attribute information using the IHO S-57 / ENC Object and Attribute Catalogue. Data were checked for completeness against NOAA Raster Navigational Charts. RNCs with a scale of 1:40,000 to up to 1:15,000 were examined to account for missing cable areas. These areas were digitized at scales of 1:12,000 to 1:4,000. Digitization for the region occurred in two phases, the first which examined charts in UTM zone 18 and the second which examined charts in UTM zone 19. Two separate shapefiles were created in each UTM zone to achieve the most appropriate positional accuracy, e.g. cable or pipeline areas in UTM zone 18 were digitized in the shapefile that had a spatial reference for UTM zone 18. The boundaries of some existing features were modified to conform to more detailed charts, and multiple adjacent features that identified the same cable area from the same source chart were merged into one feature. The source chart and digitization (source) date were recorded for each feature as well as whether it corresponded to a pipeline area or was an abandoned cable area. Once both shapefiles were created in their respective UTM zones, they were projected to a geographic coordinate system for NAD 83 and merged together in a file geodatabase. Cable and pipeline areas were examined and digitized during the same process, however separate datasets were created to store each feature type.
